When building a deck, as with everything, a good start on a solid foundation is the key to a great end result.   The quality of the substructure of your deck will determine how well you can finish your deck. Taking shortcuts or rushing through the framing process is not advisable and will cost more time and money in the end.  Making sure that footings are laid out correctly is the first step. Once the footings are poured and set in correctly the next step is the framing. Make sure that your framing goes in accurately is important.  Also, while framing you have a chance to think through to the final finishing of the deck. Making a minor adjustment during the framing process can save you a lot of time, headaches, and compromises down the line.
